Study the issues concerning EFA in two of India's megacities Mumbai and Delhi. The study reveals that in Mumbai, a larger percentage of headmasters and teachers were aware of the problem of access to education as compared to Delhi. Also, a much larger number of respondents from Mumbai had taken individual initiative to address the problem of overcrowded schools while a large number of respondents in Delhi had responded to the problem only locally. Most respondents in both cities provided systemic responses. A larger number of respondents from Mumbai compared to Delhi had taken individual initiative to address the problem of admitting out-of-school children. In Mumbai, a larger percentage of headmasters and teachers had engaged in individual initiatives and local basic responses to address the problem of poor learning. In both cities all headmasters and teacher were aware of the funds available. No headmaster or teacher had attempted to either pool money to buy larger items or had invested the money in any nonconventional items. Conduct of Electoral Officials Electoral officials in many of the polling stations monitored made attempts to educate voters before they cast their votes. But in some cases, in different polling centers across the country, polling officials were involved in electoral malpractices. For instance, in O'Connor Primary School in Enugu East, the Presiding Officer was caught thumb printing ballot papers and stuffing them into the ballot box after waiting for voters who did not turn up. In Ebonyi State, some presiding officers were caught thumb printing and stuffing ballot boxes. This happened in Udoka Hall Polling Station I and II, New Layout Primary School, Esut Nursery Primary School centers. In Rivers State, electoral officials displayed no professionalism, but were largely partial, as they collaborated with PDP party agents to engage in open thumb printing of ballot papers and stuffing of ballot boxes in the presence of security officials, who more or less felt unconcerned Owing to the low turnout of voters, in most of the units in Rivers State, voting closed before 1.00pm. This was done by the agreement of the PDP party agents, polling officials and security personnel, who claimed that they were moving such ballot boxes to the collation centers. Punctuality Voting started between 8.00am and 9.00am in many of the polling stations monitored across the country, although as mentioned earlier, the improvements made by INEC to ensure the welltimed conduct of the elections had been reversed in many areas. For instance, as at 12.00 noon, there was no sign of INEC polling officials or election materials in the five villages Tabawu, Komu, Kolada, Chama, and Gidan Abe ; that make up Iddah Ward in the Kagarko Local Government Area of Kaduna State. Nine other wards out of the 11 wards in the Local Government Area received their election materials at 12.00 noon. Efficiency of Voting Procedures The voting procedures were generally efficient as most of the election officials seemed to know what to do. Also, because there was only one election being conducted coupled with the low turnout of voters; the voting process was much faster than in previous elections. Secrecy of the Ballot The confidentiality of voting was ensured in majority of the polling centers monitored as polling officials adopted creative methods of providing privacy for voters to thumb print their ballot papers, even in places where proper facilities were not provided for voting. In polling centers located in schools, classrooms were used for thumb printing while the ballot papers were subsequently put in the ballot boxes in public view. In some polling stations in open spaces, election officials erected small compartments or made other arrangements for voters to thumb print their ballot papers away from the view of party agents, security officials and other voters.

The following 3 cm in the small intestine segments were used for the analysis of mucosal protein bicinchoninic acid protein assay, Pierce Chemical, Rockford, IL ; and DNA 23 ; contents.
