The study enrolled 166 consecutive patients from March 2001 to July 2002. Of the family members with a history of headache, only 32 complied to attend the interview. It is the first bill in the United States to prohibit insurers from denying coverage for organ transplants based solely on a patient's HIV status. "The passage of AB 228 sends a message to the nation that patients with HIV should not be denied access to organ transplantation simply because of their HIV status. There are many reasons why a patient with HIV may not be suitable for a transplant, but the sole fact that they are HIV positive is no longer considered a legitimate reason at many transplant centers, " said Assemblyman Koretz, who introduced the bill. Historically, HIV-positive patients have not been considered suitable candidates for organ transplantation due to their relatively shortened lifespan. Today, anti-retroviral medications have greatly extended the life expectancy of persons living with HIV infection, and studies have shown that organ transplants in qualified patients with HIV lead to outcomes similar to non-HIV infected patients. Outside of California some health insurers have denied coverage because the procedures are deemed to be experimental in nature. Since these transplants have become possible, coverage denials in Iowa, Pennsylvania, Colorado, Maryland, New Jersey and California have been overturned through internal reviews or appeals to government authorities. They inactivate NFB, thus blocking transcription of genes encoding for pro-inflammatory cytokines, reduce the production of pro-inflammatory eicosanoids, and prevent down regulation of 2-adrenoreceptors [72]. Corticosteroids can be administered either systemically or by inhalation. Systemic administration is easy, particularly if a drug is given by mouth, but side effects are more likely to occur. Topical administration of corticosteroids onto the airway epithelium is accomplished by inhaling the drug that is delivered from a metered dose aerosol canister. This puts the drug where it is needed with less risk of side effects. Most systemically administered corticosteroids are highly effective for the treatment of RAO Table 2 ; . Dexamethasone 0.1 mg kg, I.V. ; dramatically improves lung function within 3 days and, after 7 days, lung function is as good as that of the horse kept on pasture [73, 74] Fig. 2 ; . This high dose of dexamethasone also reduces the number of neutrophils in BALF concurrent with the improvement in lung function and protopic.

The discovery of Chinese structures straddling the aptly named Mischief Reef located within the Exclusive Economic Zone EEZ ; of the Philippines set into motion a series of incidents, including the capture of several Chinese fishing vessels by Philippine authorities. The 25 March 1995 capture of four vessels and 62 fishermen at Philippine held HasaHasa shoal Half-Moon shoal ; is significant to marine turtle conservationists for it revealed a deliberate exploitation by Chinese fishermen of endangered species in the South China Sea. Newspaper reports indicated that among the cargo of the Chinese vessels were live and dead sea turtles, perhaps as many as 40. Inquiries made at the Department of Environment and Natural Resources Government of the Philippines ; could not confirm the exact number. The captured turtles included at least two species, hawksbill Eretmochelys imbricata ; and green Chelonia mydas ; turtles. The live turtles were released by the Philippine authorities. It is interesting to speculate the reason for the capture of these sea turtles. Apparently seven were tethered to the ships, perhaps being kept alive until needed for eating. In addition, however, some 10 stuffed turtles were found on board, obviously bound for the curio trade. This incident corroborates the findings of an oceanographic expedition conducted by the Philippines in the area in 1993. On that cruise, scientists recovered a net belonging to Chinese fishermen after it drifted near the Philippine held island of Pagasa. The net contained four dead and one live hawksbills, the latter was subsequently freed. The 62 apprehended Chinese fishermen were not only charged with illegal entry but also for the possession of several hundred sticks of dynamite, time-delay fuses, and 20 litres of cyanide used for illegal fishing, and for the capture of endangered species since Philippine laws prohibit the taking of sea turtles. The highly politicized case has now been resolved. In quiet diplomacy, and reportedly in return for commuting the death sentence on two Filipino drug traffickers held in China, Philippine President Fidel Ramos pardoned 58 of the fishermen and the charges against the four vessel captains were reduced to a lesser misdemeanor offense. Revenue growth in Greater China was primarily a result of year-over-year growth in Taiwan. The region also benefited from a 2% positive impact of changes in foreign currency exchange rates. China revenue decreased by 3% in 2005 compared to 2004. We experienced sequential growth in our business in China during the first half of the year following the introduction of Pharmanex products and the Scanner. Our business declined, however, during the second half of the year as a result of changes we made to our compensation plan in China in July of 2005 in order to prepare for anticipated direct selling regulations in that market. These changes negatively impacted our revenue during the second half of the year as our sales representatives adapted to them. In addition, in September, the Chinese government announced the adoption of the new direct selling regulations. Consumer uncertainty regarding the impact of the new regulations increased following publication of the new regulations, also negatively impacting our sales during the second half of the year. These issues contributed to a 30% decline in our sales representative count in 2005 compared to 2004. With the adoption of the new direct selling regulations, we have applied for a direct selling license with the Chinese government, and the application process is ongoing. While the timing of the application process is uncertain, we plan to begin to adapt our current retail business model to include a direct selling component if and when we are able to obtain a direct selling license. This will allow us to engage independent contractors who will be able to sell products away from a fixed location. The new regulations prohibit the use of multi-level compensation plans for direct selling, however, so we will compensate the independent contractors based on their personal selling efforts only. We plan, however, to maintain our retail store employed sales representative model because we believe it provides us with more flexibility in the manner in which we conduct business in China, including the manner in which we compensate our full-time sales representatives.
